Book on “Mastering Civil Defence in Times of Conflict” Presented to San Marino's Highest OfficialsThe distinguished Captains Regent of the Republic of San Marino, Filippo Tamagnini and Gaetano Troina, received a presentation of the book titled "Mastering Civil Defence in Times of Conflict." Also present at the meeting was Mariella Mularoni, Secretary of State for Health and Social Security.
This book stands as a result of collective dedication and research efforts by the National University of Civil Defence of Ukraine and the European Centre for Disaster Medicine - CEMEC, in collaboration with highly esteemed academic and research institutions.
Notable contributors include the University of the Republic of San Marino - University Center for Security Training (CUFS), the University of Rome "Tor Vergata" - Department of Electronic Engineering, and the Observatory on Security and CBRNe Defense – OSDIFE.
"In the pages of this book are full of unique experiences from emergency responders, focusing on the vital importance of safeguarding healthcare workers, rescue personnel, and the population during conflict situations," remarked Prof. Roberto Mugavero, President of CEMEC, during his introductory speech. "Every paragraph, every chapter, is the result of collecting, analyzing, and synthesizing practical interventions by rescue services and university personnel operating in conflict-affected areas, including the ongoing conflict in Ukraine."
For over three decades, the European Centre for Disaster Medicine has dedicated itself to promoting innovation in emergency management, disaster prevention, and continual advancements in public health protection capabilities. The contents of this monograph tangibly reflect this tireless commitment.
The findings and lessons gathered in this volume attest to the incredible complexity and breadth of challenges faced by civilian responders during times of conflict.
The research has meticulously examined methodologies and techniques to protect first responders from risks associated with operating in hostile environments.
Additionally, it explored the functioning of rescue management systems in war-torn contexts, the logistical organization of units, the significance of preparedness, and the collaboration of volunteers, with a particular emphasis on providing psychological support to the civilian population both during and after hostilities.
Lastly, the book critically observed and analyzed the gaps that emerged during such situations, offering targeted recommendations to enhance the organizational aspects of civil defense activities, aiming to provide practical insights to manage the challenges faced by first responders in critical areas.

San Marino, 23 November 2023 - This afternoon the Secretary of State for Health and Social Security Mariella Mularoni introduced in audience to His Excellencies Captains Regent Filippo Tamagnini and Gaetano Troina the book "Mastering Civil Defence in Times of Conflict" edited by CEMEC - European Centre for Disaster Medicine.
The work is the result of a collective effort and research work, carried out by the National University of Civil Defence of Ukraine, the CEMEC - European Centre for Disaster Medicine and prestigious academic and research institutions, including the University of the Republic of San Marino and in particular its University Centre for Security Training - CUFS and the University of Rome 'Tor Vergata' and in particular its Department of Electronic Engineering and Observatory on CBRNe Security and Defence - OSDIFE.
"The pages of this book encapsulate a treasure trove of unique experiences of rescue workers, focusing on the vital importance of protecting health workers, rescue workers and the population during conflict situations," recalled CEMEC President Prof. Roberto Mugavero in his introductory speech. "Each paragraph, each chapter, is the fruit of the collection, analysis and elaboration of practical interventions carried out by rescue services and university personnel operating in areas affected by hostilities and wars, not least the current one in Ukraine.
The book critically observes and analyses the shortcomings that emerged during such situations and offers targeted recommendations for improving the organisational aspects of civil defence activities. In fact, its main objective is to provide practical and concrete guidance for dealing with the challenges faced by first responders in critical areas. The sharing of experiences, knowledge and recommendations contained in this volume goes beyond the mere professional enrichment of those working in the field. It aims to promote a security culture that transcends barriers and national borders, joining forces to ensure the protection of communities.
His Excellencies the Captains Regent expressed their appreciation for the meritorious work carried out by CEMEC, recalling the many publications and research papers presented in over 30 years of history.
